John Shoraka

John Shoraka is the Managing Director of PilieroMazza Advisory Services, LLC, a consulting firm dedicated to advancing the interests of small businesses, tribal organizations, ANCs, state and local governments, and international entities. Mr. Shoraka specializes in providing advice and assistance in understanding and navigating all stages of the procurement process, and in developing acquisition, financing, and growth strategies.

Mr. Shoraka brings unique experience to his position as Managing Director of PilieroMazza Advisory Services through his previous tenure as Associate Administrator of Government Contracting and Business Development at the U.S. Small Business Administration. In this capacity, he was responsible for overseeing the federal government’s small business programs where his team supported thousands of small businesses every year as they compete for over $500 Billion in federal prime contracts and billions more in subcontracts.   Under his leadership and for the third consecutive year, the federal government exceeded the 23 percent small business procurement goal.  In FY15, over 25.75 percent or $90.7 billion of all federal small business eligible contracting dollars were awarded to small businesses.   Over 537,000 jobs were supported by the $90.7 billion in small business contracts representing an incredible impact to the stability of the American economy.  Noteworthy for FY15 and for the first time in history, the federal government exceeded the 5 percent women-owned small business (WOSB) goal with over $17.8 billion of all federal small business eligible contracting dollars awarded to WOSBs.

John led his team to implement significant process improvements to include streamlining the application process for small business certifications in an effort to reduce administrative burdens on firms; and to push for sole source contract opportunities for Women Owned Small Businesses. His umbrella office had jurisdiction over the SBA’s offices of Size Standards, HUBZone, Women owned, service disabled veteran owned and Business Development/8(a). Mr. Shoraka worked on behalf of small businesses and entrepreneurs across the nation.

Prior to his role as the Associate Administrator, Mr. Shoraka served as Regional Administrator for the SBA. As Regional Administrator for Region 3, Mr. Shoraka was responsible for the delivery and management of SBA’s small business programs, financial assistance, and business development program initiatives throughout the region.

Mr. Shoraka previously served as vice president at The Aries Group in Silver Spring, Md., a business and financial consulting firm where he was responsible for implementing multi-year projects throughout the world. Prior to accepting the appointment as Regional Administrator, he served as chair of the Small Business Association for International Contractors, where he represented 26 small business contractors that provide services to the United States Agency for International Development.

In addition, Mr. Shoraka served as adjunct faculty at Catholic University of America where he taught courses in international business and management science. Mr. Shoraka holds a B.S. from the University of Maryland, College Park and an MBA from George Washington University.
