Mr. DeVore is a life-long Alaskan and is proud of his roots in Nome, Alaska.  He is now a Shareholder in the Firm’s Washington, D.C., office.  His legal practice involves extensive representation of Alaska Native corporations and other businesses engaged in federal procurement, especially in the SBA 8(a) program, small business development, business transactions, natural resource development, legislative, and administrative advocacy.  Mr. DeVore is the former Legislative Director and Chief Counsel for U.S. Senator Lisa Murkowski.  He was the District Counsel for the U.S. Small Business Administration (SBA) and Special Assistant U.S. Attorney in Alaska for 13 years.  He was also corporate counsel for Bristol Bay Native Corporation and served on the staff of U.S. Senator Ted Stevens and U.S. Senator Frank Murkowski.  

In his 12 years with BHBC, Mr DeVore has developed a nationally recognized expertise in small business and economic development especially related to the U.S. Small Business Administration (SBA) and the federal procurement system.  He represents small businesses, including many Alaska Native corporations (ANC) and small businesses owned by women, socially and economically disadvantaged women, service disabled veterans, and minorities.  He has successfully argued and defended small business in the Federal Court of Claims, before federal executive agencies, and has been an expert in criminal white collar prosecutions.  In addition, he has developed a strong practice in natural resource development, federal concessions, and land use permitting.  He has been a firm leader in the recent support of AIDEA on the Ambler Mining District Industrial Access Project (AMDIAP).
