Ms. Pamela Callicutt was appointed as the Acting Director for the Army Office of Small Business Programs effective 1 Oct 2018. In this position, she serves as the Army's lead for small business policy, goals and procedures and represents the Secretary of the Army at congressional committee and subcommittee hearings on small business, historically black colleges and universities/minority institutions (HBCU/MIs), and other small business matters. Ms. Callicutt serves as the focal point in responding to industrial, congressional, and individual inquiries on small business, HBCUs/MI, economic utilization and other business matters. She represents the Army in inter-agency communication with the Small Business Administration, the Office of Federal Procurement Policy, the Minority Business Development Agency (Department of Commerce), and other agencies and presidential commissions. Ms. Pamela Callicutt previous position was the Deputy Director for the Army Office of Small Business Programs. In this position, she is responsible for providing leadership and implementing policy and oversight in regard to new and complex concepts, theories, statutes, governing the participation of small businesses. Ms. Callicutt joined Army OSBP in late June 2015. Ms. Callicutt is retired Air Force and has 36 years of Defense acquisition experience. Prior to joining Army OSBP, Ms. Callicutt was a student at the National Defense University, Eisenhower School where she completed a 10-month graduate level program in National Security Resource Strategy.
