Small Business Programs Office Director, Defense Intelligence Agency (DIA)

Ms. Susan “Karen” Mumford is the Defense Intelligence Agency (DIA) Small Business Programs Office Director. The principal advisor to DIA leadership on all small business related matters, she’s a small business advocate, promoting utilization in DIA requirements to strengthen the industrial base. Additionally, she leads the team in the oversight of DIA’s Mentor Protégé Program, 8(a) Program, and Subcontracts Management. Previously, Ms. Mumford was the DIA Science & Technology (S&T) Directorate Resource Management Office Chief, overseeing all resource activities, leading to sound fiscal and budgetary decisions. Prior to this, she was the S&T Deputy Contracting Office Chief, establishing the acquisition strategy for multiple S&T acquisitions. Before joining DIA, Ms. Mumford was a Senior Contracts Manager for a large defense contractor responsible for $100M annual revenue. Ms. Mumford also worked at two other federal agencies as a Contracting professional, providing contractual leadership and guidance, and was a Contracting Officer for an Advanced Technology Program. Ms. Mumford earned a Bachelor’s degree in Sociology from the University of Maryland, a Master of Business Administration from the University of Baltimore. She is Defense Acquisition Workforce Improvement Level III certified in Contracting and Business Financial Management, and a member of the Defense Acquisition Corps.
